Ukraine's leader Volodymyr Zelenskyy stated during his visit to Washington that Vladimir Putin's move to seek negotiations with the US president indicates Moscow is on the defensive. He remarked, "We can already see that Moscow is scrambling to restart conversations immediately after it hears about Tomahawks." This statement addressed recent comments about supplying long-range missiles to Ukraine.

Political Developments and International Reactions

An ex- American diplomat, Dan Fried, observed, "The Russian leader is trying to derail the momentum toward greater sanctions on Russia." Fried continued, "We'll see tomorrow, but the chances of achieving a ceasefire by pushing Moscow to engage sincerely seem to have decreased."

The situation came after the US president had in recent days been strengthening his rhetoric toward Russia until Thursday's call with Putin, which the Kremlin described as "extremely open and constructive."

EU Fuel Restrictions and Economic Impact

The European Union have established a mandate for fuel suppliers into the European Union to prove their fuels are not sourced from Russian crude, according to a document released on recently. This measure is part of the EU's forthcoming prohibition on purchases of fuels made from Russian crude, which forms part of its latest restrictive measures against Russia over its military actions in the region.

Financial experts observed that trading activity appeared to be factoring in the potential end of Indian purchases of Russian oil. Several oil processors in India are preparing to cut Russian oil imports, with expectations of a gradual decrease, as reported by sources familiar with the matter.

"This is a favorable turn for the crude oil price as it would remove a big buyer of Russian crude," said a market analyst, adding that oil prices were stable on the trading day.

Military Developments and Energy Attacks

A massive Moscow's drone and missile assault targeted energy infrastructure in Ukraine's eastern regions on the same day, resulting in outages in eight areas. Ukrainian officials stated that Russia deployed numerous of drones and dozens of projectiles, along with aerial munitions.

"During this fall, the Russian forces use every single day to attack at our energy infrastructure," declared Volodymyr Zelenskyy, noting that strikes affected the areas of Chernihiv, Kharkiv, Poltava, Sumy and western Ukraine.

International Political Responses

Ukraine's representative to Washington, the Ukrainian ambassador, asserted that Moscow showed its real approach to negotiations through the "violence" of such strikes. "Russia yet again opted for missiles over dialogue, turning this assault into a direct blow to current diplomatic initiatives," Stefanishyna commented.

At the same time, the EU's top diplomat, Kaja Kallas, announced that the European Union had no choice but to strengthen anti-drone defences against Russia. She revealed a "plan" to prepare for possible security challenges by 2030, including a new anti-drone system to be fully operational by the end of 2027.

The proposed system, dubbed the "EU defensive program," is projected to begin working in its first phase by the 2026 timeline and be completely operational by the following year. Brussels aims to obtain the backing of member state representatives at a meeting in the coming days.
